Keep the completed copy and its source records. A time receipt dates those exact bytes; it does not establish that an entry is true or accepted. Save a new copy when the record set changes.

How to keep notes that hold up

Write notes as soon as you can. Keep the original account rather than replacing it later; the venue decides what weight it gets.

          1. Write it down straight away, on paper or in the box on a step.
          2. Put the date, time and place at the top, and who you spoke to.
          3. Use their words where you can; separate what you saw from what you were told.
          4. Sign or initial a paper note, photograph it and add the photo.
          5. Never edit an old note. Add a new dated entry when something changes. A device save time is not independent time evidence or proof of event order.

Keep the receipts that show timely mailing

A taxpayer said a refund claim was mailed on time, but the tax office had no record of it. The appeal court kept the case closed because timely mailing was not proved. It stressed keeping proof while the filing clock runs.

Mailing evidence can keep a case open

A taxpayer disputed whether a refund request reached the tax office on time. Proof of receipt was strong enough to keep the timing issue open. The appeal court set aside part of the earlier ruling without choosing a final winner.

Procedural appeal; this decision did not finally award the refund.

A missing receipt need not end proof

A taxpayer said a return was mailed on time, but the tax office denied receiving it. The court allowed witness accounts and a sworn statement as mailing proof. It kept the ruling that the claim was timely.

          An earlier mailing needs evidence

A prisoner said a tax court request was mailed months before the one the court received. The court found no earlier letters in its records. The appeal court kept the case closed for late filing.

          IRS / Tax Court (statute)

26 U.S.C. 7502: timely mailing treated as timely filing; USPS postmark, registered mail record, designated private delivery service; certified mail and electronic filing per regulation

The statute names postmark, registered or certified mail and designated delivery services as the proof of timely mailing. A file time receipt is not on that list and is not evidence of mailing.

          IRS (regulation)

26 CFR 301.7502-1: only direct proof of delivery, registered or certified mail proof, or designated PDS use gives prima facie delivery; e-filed documents are filed on the date of the authorized transmitter's electronic postmark

The regulation says no other evidence of a postmark or of mailing is prima facie evidence of delivery, and treats the electronic postmark from an authorized transmitter as the e-file date. A time receipt is not that, though courts have looked at other evidence of mailing in some cases.

          Proves / Doesn’t prove

          Proves

A completed time receipt shows that the exact selected file existed by the independently witnessed time. You can check whether a later copy has the same bytes. It does not establish creation time, authorship, identity, event order, location or the truth of the contents.

          Doesn’t prove

It does not prove you mailed or e-filed anything, that the IRS received it, who prepared it, or that the figures are right; under the IRS rules proof of mailing still needs a USPS postmark, registered or certified mail record, designated private delivery service, or an authorized e-file transmitter postmark.

No tax advice. A timestamp does not establish filing, receipt by an authority, correct figures or a retention period.

These are the bounds of a completed proof. The local tester does not establish any time. The chosen court, scheme or regulator decides what to accept.

Does a time receipt count as proof I filed my taxes on time?

No. Under the IRS rules timely filing is proved by a USPS postmark, a registered or certified mail record, a designated private delivery service, or the electronic postmark from an authorized e-file transmitter. A time receipt shows your files existed unchanged by a date, which supports your own copies.

What does the IRS accept as proof of mailing?

A legible USPS postmark, the date on a registered mail record, the USPS-postmarked sender receipt for certified mail, or proof you used a designated private delivery service. For documents, the registered or certified record is prima facie evidence of delivery.

What if the IRS says it never received my return?

The burden is usually on you to show you filed. Courts have turned on whether the taxpayer had a postmark, certified receipt, or other independent evidence of mailing; in one appeals case the claim failed because no receipt could be found.

How is an e-filed return treated?

An e-filed document is treated as filed on the date of the electronic postmark, which is the record of when an authorized transmitter received it. Keep your software's acceptance confirmation.

How long should I keep my tax records?

Generally until the period of limitations for that return runs out, usually 3 years, 6 years if you left out more than 25 percent of gross income, 7 years for worthless securities or bad debt losses, and indefinitely if no return was filed. Keep copies of filed returns.

Can a notarized statement or witness replace a mail receipt?

Not reliably. One appeals court accepted testimony and an affidavit as other evidence of the postmark date, but the regulation lists only specific kinds of proof, and another appeals court ruled against a taxpayer who had no receipt.
